POSITION DESCRIPTION
The Director, Regulatory Affairs & Environmental Protection (Director) is an integral member of the WM senior management team in Canada and serves as the top regulatory compliance specialist for environmental protection by overseeing the firms "Environmental Management System" (EMS) and tracking environmental protection regulations across the country.
WM has developed this proprietary EMS for all of its operations and facilities including landfills, recycling facilities, transfer stations, hauling and transport facilities and operations, composting facilities and portable sanitation unit operations. The Directors primary responsibility is to ensure the functioning and integrity of the EMS to ensure environmental protection at all WM sites. The other key (and related) area of responsibility, tracking environmental regulations, is also detailed below.
Environmental Management System Responsibilities
- Oversee the effectiveness and efficiency of the environmental protection procedures at approximately 100 facilities across Canada
- Develop and improve the EMS to make it more accurate, effective, user-friendly and self-sustaining
- Ensure staff are trained to work with the EMS
- Answer inquiries from anyone in the company and external stakeholders
- Develop and monitor performance measures
- Maintain paper and on-line documentation
- Work with the WMs US operations to ensure consistent EMS quality across the company
- Ensure annual environmental audits, both internal and external, are administered as appropriate and that operating units make plans to improve practices as indicated by the audit results, and tracking all audit findings through to successful resolution
- Provide special attention to lesser performing facilities
- Coordinate compliance programs and issues with WMs Director, Health & Safety
Regulation Tracking System Responsibilities
- Provide content expertise for relevant Provincial (and Federal) environmental regulations across Canada
- Track legislative changes and future trends and develop WM position papers for submission and/or presentation to the government
- Develop and improve the existing formal regulation tracking system to be more user oriented
- Ensure WM executives and line operations personnel alike are appropriately informed about current and pending regulations
- Translate the requirements of new regulations into effective EMS practices
Other Responsibilities
- Provide advice and answer questions for all departments and operations in the company on the subject of environmental protection
- Take a lead role in handling any emergency or crisis situations
- Produce an environmental risk report annually in a manner consistent with the reporting requirements of the U.S. Sarbanes-Oxley Act of 2002 in the United States
- Serve as a hazardous and special waste resource to field operations regarding waste acceptance decisions
- Take a lead role in managing environmental issues involving any written notices of violation

Location
- This full time position is based at the corporate headquarters on South Service Road near Appleby Line in Burlington, Ontario.
Travel
- A modest amount of travel in North America, mostly Canada, is required.
CANDIDATE SPECIFICATION
Skills and Experience Required
- Experience developing and managing an EMS design, document, train, monitor, guide, improve, etc; particularly at multiple sites with differing facilities
- Experience as a regulator or working with regulators thus having a deep knowledge of how regulators operate, particularly at the provincial levels across Canada
- An engineering or scientist skill set with a deep technical understanding of environmental protection issues (an undergraduate degree in engineering or science is almost a must)
- Private sector experience in environmental protection
While not absolutely necessary, it would be an asset if the candidate had
- Experience in the waste management industry
- French language skills
- A formal designation as a Certified Environmental Auditor, EMS Auditor, ISO 14001 practitioner, etc.
- Experience in crisis management
- Experience working with regulators in more than one province
- A working knowledge of health and safety issues
